On June 11-12, 2015, Mr. Wang Lujun, Party Secretary, and Mr. Qin Zhigang, Deputy General Manager, CHIMBUSCO, attended the topic meeting of China Petroleum Circulation Association Vessel Oil Specialty Committee in Guiyang. More than 60 persons, including experts from State Administration of Taxation and Ministry of Environmental Protection Motor Vehicle Blowdown Monitoring Center, all members of the specialty committee and representatives from ship-owner enterprises, were present at the meeting.

At the meeting, Mr. Wang Lujun, Party Secretary, on behalf of CHIMBUSCO and acting as the representative of executive councilor entity, indicated in his address that “under the leadership of the Association and with concerted effort of all members, we forged ahead, helped each other and shared weal and woe, and carried out a series of meaningful services and activities by centering the services, building a platform and promoting the exchange. With half a year’s pragmatic and efficient work, the vessel oil sector is now presenting itself before the clients with a brand-new appearance and plays an increasingly important role in the refined oil circulation industry, which means that a standardized, normative and process-based industrial management system is gradually built.”

Mr. Liu Liguo, Secretary General of the specialty committee and Deputy General Manager of CHIMBUSCO Department of Internal Trade Fuel Oil, summarized all the work that has been made since the inception of the Vessel Oil Specialty Committee. He also introduced the progress of various works and proposed two pieces of task for the second half of the year. The first is to try to launch “domestic weekly average price of vessel fuel oil” by the end of the year in conjunction with domestic authoritative fuel oil information agency and the other is to make every effort to cooperate with Ministry of Commerce in preparation of the Management Service Specification for Vessel Oil.

At the meeting, each member of the specialty committee discussed in detail five topics, i.e. Analysis Report of Domestic Vessel Fuel Oil Market for Q1 2015, the model “Weekly Average Price of Internal Trade Vessel Fuel Oil”, Specification for Management Service of Vessel Oil Sector (draft), heavy vessel fuel oil consumption tax and vessel pollutant emission.
